Worldbuilding notes: the North
Winter in the North runs four months, and the caravans only move at either end of it. So the cities up there aren't built around water — they're built around granaries. Whoever can hold grain is the city. The next two pieces are the granary quarter at Tarwin. That district reads more like the seat of power than the palace does.
